assignments, designed to help public agencies or the voting public at large
make land use decisions. ERA has conducted numerous analyses of the economic
impacts of development projects, or changes in public policies, on communities
and on the fiscal resources of local governments. Many of ERA's assignments
have been instrumental in gaining development entitlements for controversial
private projects, and others have allowed billions of dollars in worthwhile
